Starting point

The client — a specialist foreign medical device manufacturer with a clinically narrow product portfolio — was assessing market entry in Germany. Three structural uncertainties stood in the way:

  • Competitive transparency: who serves the specialist segment, in which hospital types, at what volumes?
  • Price architecture: are there established price clusters, or is the market fragmented?
  • Reimbursement pathway: how is the product class reflected in DRG, Germany’s diagnosis-related group reimbursement system, and which additional-revenue logic holds?

Without those answers, a plug-and-play decision would have been premature. The client therefore looked first for a structured consulting phase.

Mandate

MEX was engaged as a consulting mandate under the Consulting engagement model — with no immediate sales or compliance layer, but with a clear expectation of a decision-grade data foundation within twelve weeks.

The tasks:

  • Market mapping of the specialist segment, with volumes by hospital type and federal state.
  • Competitor landscape with product specifications, hospital penetration and price levels for each relevant supplier.
  • Reimbursement analysis covering DRG logic, possible supplementary payments (Zusatzentgelte, ZE) and health technology assessment pathways.
  • Market entry strategy recommendation, with a clear statement on module mix, time to market and investment range.

Delivery

The structured interviews and desk research ran over twelve weeks and involved hospital procurement, operating theater nursing staff, clinical KOLs and selected hospital executives. The data produced:

  • A market share map for the specialist segment, broken down by hospital type.
  • A price range overview with five distinct price clusters.
  • A DRG reimbursement map, including pointers to potential ZE applications.
  • A strategy recommendation: which modules of the MEX plug-and-play solution are load-bearing, which are optional, and which are not relevant at this stage.

Result

The client received a decision-grade data foundation and a concrete roadmap recommendation. On that basis, the internal decision on market entry and the appropriate engagement model could be taken on solid ground — calculable, and without sunk cost from an oversized subsidiary or an unmanaged distributor agreement.
